Re-thinking Road Revenue at Roads, Tolling and Tech 2025

As electric vehicles grow in popularity and fuel efficiency increases, fuel excise income is declining, highlighting the need to explore alternative approaches to ensure sustainable funding for new transport infrastructure.

At the upcoming Roads, Tolling & Tech 2025 conference in Melbourne on 10 & 11 April, a key panel of expert speakers will explore how technology, policy, and public support can align to create a future-proof and equitable road funding system.

With the technology to implement new revenue models already available, the discussion will focus on overcoming policy challenges and gaining political support for meaningful change.

An impressive line-up of speakers including Matthew Alvaro, Connect East EastLink; Luke Normington, Neology; Scott Wilson, CDM Smith; Silje Troseth, Q-Free; Gabriel Makki, Kapsch; and Emily Bobis, Compass IoT will join a panel discussion on the future of road revenue facilitated by international guest speaker Jack Opiola Program Manager, National Mileage-Based User Fee Program, US Department of Transport.

Melbourne is hosting this year’s conference, and local leaders from government and industry will join the program next month to highlight progress on significant road infrastructure projects in Victoria, and the latest policy thinking.

Zoltan Maklary, Director of Tolling at North East Link State Tolling Corporation, will provide an update on the progress made in procuring, delivering, and establishing the North East Link Toll Collection Capability.

The North East Link is a priority transport infrastructure investment by the State of Victoria. It will provide a safe and efficient freeway connection by improving traffic flow, reducing travel times, and increasing road use reliability for up to 135,000 vehicles a day.

Also on the agenda is an update on the West Gate Tunnel Project, another significant road infrastructure investment in Melbourne that is nearing completion.

Laurène Cousyn, Program Manager Major Projects at Transurban, will talk about the planning for operation and maintenance of the West Gate Tunnel post-completion, outlining the system integration to ensure the operational readiness of Transurban’s teams to support this multi-asset road network from day one.

Once complete, the West Gate Tunnel will offer an alternative to the West Gate Bridge, enhancing traffic flow and incident management with state-of-the-art technology throughout.

This year’s conference will also examine the technological advancements, powered by Artificial Intelligence and Machine Learning, that experts across the industry are embracing to deliver meaningful solutions that improve road safety, network management and the road user experience.

Karthik Murugan, Head of Data and AI at Amazon Web Services, will outline how generative AI is transforming government transportation agencies by optimising logistics, traffic management, and user services. The technology also supports smart infrastructure, while addressing challenges like data privacy and ethical considerations, ultimately driving innovation and improving efficiency in mobility.
