This week we showcase some of the outstanding work nominated for the ITS Australia Awards 2021. Regulatory Compliance Mobility Solution by the National Heavy Vehicle Regulator (NHVR) is a finalist for the Intelligent Mobility Award.

The Regulatory Compliance Mobility Solution (RCMS) is a state-of-the-art mobile application used nationally by the National Heavy Vehicle Regulator (NHVR) during heavy vehicle intercepts to complete risk profiling and targeted enforcement. It connects to a central database of safety and compliance data in real time to access driver and vehicle information, target high risk offenders, administer digital notices, and send intelligence data back to the database.

More than 30,000 intercepts have been completed using RCMS with safety offences and infringements issued on Fatigue, Load & Mass, Road Rules Registration and Road Permits. Compliant heavy vehicles are stopped for 9.9 minutes on average, compared to non-compliant vehicles that can take over 22 minutes. In an industry where time is money, targeted enforcement favours safe operators.

RCMS is a robust cloud application within the NHVR’s base level support and maintenance budget. It is reliable and economised through NHVR cloud technology economies of scale. RCMS will soon be the sole handheld application used nationally by the NHVR Safety & Compliance Officers during roadside intercepts.

RCMS is being enhanced to include capabilities for investigation functions, national safety survey operations and advanced fatigue data collection. It can be licensed to other jurisdictions or agencies through its authentication, security and architecture. It’s scheduled to be expanded for use in WA in 2022, NSW in 2022/23 and QLD in 2023, which more than 500 users will access once fully rolled out.

RCMS connects data nationally for a complete single source picture. RCMS will soon receive real time camera sightings from over 115 fixed cameras nationally. The relevant officer in the vicinity will be alerted using RCMS and the NHVR data intelligence risk identification systems. Mobile and in-car cameras will also be explored in the future.

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as an independent body responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and ultimately for the heavy vehicle business with government in Australia.
